The majority of rural Conservatives live like this.

I think you're reading too much into it. It's just a meme about how people can be tricked into thinking that enriching others who keep them poverty is "winning". Harris isn't in office, and this house has a particularly zealous Trump sign, so what else is there to make a meme about?
