However, if the motivation is to build the ballroom then that changes things significantly. It seems likely that this was staged to substantiate a claim that the ballroom is required for security reasons.

Yeah so much of this seems so weird. The USSS response compared to similar incidents with other presidents seemed so odd - they secured the VP first and that staged af picture of them in a very non-tactical stack in the lobby/hallway?
