Yeah, its not completely crazy for less-tall buildings where a ladder can be used for rescue if the staircase is unsafe. Some places allow single-stair where that's possible and it might moderately reduce construction costs

I don't think it's as simple as that — there is also bribe money from a bunch of the Arab petromonarchies, personal ego, and incompetent negotiation in the mix. There isn't a single reason, which means that the aftermath is going to be handled in a way that's incredibly detrimental to US interests.
That's the least of it. The biggest group this affects is married women who changed their name. Since it no longer matches the birth certificate, they can't use that. Since the passport has a black and white photo, they can't use that either.
In the best case, they have to find three different documents, which they may not be able to easily obtain, and which require spending time and money for, in order to vote. Many won't.
For US citizens, that's not so true. People do seem to be getting no-bills from grand juries and acquitted at trial.
