Having a billion dollars is like having a get out of jail free card. The justice system doesn't work when the perp has more influence then a prince. Has little to do with them as a person, everything to do with having a functioning democracy.

You don't have to be a tankie to recognize that they are enforcing international law. In that context of a civil war their actions are uncharacteristically peaceful.

And I will argue that is some very dubious context given how people are being treated. Like people are disappearing and you're out here arguing they did a crime. Great job. Many of them aren't even undocumented.
