House Republican leaders abruptly scrapped a planned vote on a measure to direct President Trump to end the conflict or win authorization for it, amid party defections and absences.

Federal judges in Maine and Wisconsin on Thursday dismissed lawsuits filed by the U.S. Department of Justice seeking to compel the states to hand over detailed voter registration information.

U.S. District Judge James Pederson in Wisconsin said the state’s voter registration list is not a record that can be requested under the Civil Rights Act of 1960, as President Donald Trump’s administration argued. In Maine, Chief U.S. District Judge Lance Walker described the government’s claim as “half-hearted” and granted a state motion to dismiss it.

The rulings were the latest in a string of defeats for the Trump administration in its attempts to force states to turn over voter rolls. In addition to Maine and Wisconsin, judges have rejected similar attempts in Arizona, California, Massachusetts, Michigan, Oregon and Rhode Island, In Georgia, a judge dismissed a DOJ lawsuit because it had been filed in the wrong city, prompting the government to refile elsewhere.

The DOJ has sued at least 30 states and the District of Columbia seeking to force release of the detailed voter data. It includes information such as dates of birth, addresses, driver’s license numbers and partial Social Security numbers.

Bianca Shaw, state director of Common Cause Wisconsin, called the ruling “a massive victory for voter privacy and a rejection of federal overreach.”

What started as a widely backed proposal to locate a new Smithsonian American Women’s History Museum on the National Mall devolved into a partisan fight Thursday after Republicans revised the legislation to ensure no transgender people are included in the exhibits.

The House rejected the bill, 204-216, an outcome that leaves the next steps uncertain. The revised bill also would ban a “diversity” of views and give President Donald Trump the final say on where the museum would be located.

“It was a simple bill. You kind of ruined it with your trans obsession and your culture wars,” Rep. Teresa Leger Fernandez, a Democrat from New Mexico and chair of the Democratic Women’s Caucus, said earlier in the week.

But Republicans argued it was Democrats who were overreacting to the changes and now threatening progress toward establishing the long-sought women’s museum in the nation’s capital.

Republican Rep. Nicole Malliotakis of New York, the bill’s chief sponsor, said “it’s a disgrace” that Democrats would be standing in the way of the bill’s passage.

“Perhaps the party that is opposing a women’s history museum on the National Mall because they want to have transgender exhibits — maybe they are the ones who are trans obsessed,” Malliotakis said.

In the final tally, a handful of Republicans voted against the bill, joining Democrats who led the opposition. The chamber came to a standstill as GOP leaders scrounged for support from their ranks.

Republicans struggled Thursday to find the votes to dismiss legislation that would compel President Donald Trump to withdraw from the war with Iran, delaying planned votes on the matter into June.

The House had scheduled a vote on a war powers resolution, brought by Democrats, that would rein in Trump’s military campaign. But as it became clear that Republicans would not have the numbers to defeat the bill, GOP leaders declined to hold a vote on it.

Republicans are also working to ensure they have the votes to dismiss another war powers resolution in the Senate that advanced to a final vote earlier this week, when four GOP senators supported the resolution and three others were absent from the vote.

The actions by congressional leaders showed the increasing difficultly of maintaining political backing for Trump’s handling of the war. Rank-and-file Republicans are increasingly willing to defy the president over the conflict.

Frustration with Iran war grows on Capitol Hill

On Capitol Hill, patience with the war has worn thin as the stalemate in the Strait of Hormuz disrupts global shipping and elevates gas prices in the U.S. Another House war powers resolution nearly passed last week, falling on a tie vote as three Republicans voted in favor.

Democratic Rep. Gregory Meeks of New York, who sponsored the war powers resolution, had said he expected to have the votes this time around.

“Congress has a constitutional duty. It has a duty to act, not to cheerlead, especially not to cheerlead an open-ended war of choice,” Meeks said.

The lone Democrat who voted against the war powers resolution last week, Rep. Jared Golden of Maine, had said he would vote in favor of the legislation this time. Meanwhile, leaders of both parties dealt with several absences that could have shifted the vote either way in the closely divided chamber.

Republicans have been broadly supportive of Trump’s efforts to destroy Iran’s nuclear capabilities, but some are now saying the president’s legal timeline to wage a war without congressional approval has expired. Under the War Powers Resolution of 1973, presidents have 60 days to engage in a military conflict before Congress must either declare war or authorize the use of military force.

“We have to follow the law,” said Rep. Brian Fitzpatrick, a Pennsylvania Republican, shortly after he voted for an Iran war powers resolution for the first time last week.

Tennessee officials will pay $835,000 to settle a lawsuit filed by a man who was jailed for more than a month over a Facebook post he made about the assassination of conservative activist Charlie Kirk.

While many people across the U.S. lost their jobs over social media comments about Kirk’s death, Larry Bushart’s case stood out as a rare instance in which such online speech led to criminal prosecution. The 61-year-old retired police officer spent 37 days behind bars before authorities dropped the felony charge against him in October.

During his time in jail, Bushart lost his postretirement job and missed his wedding anniversary and the birth of his granddaughter, according to a federal lawsuit Bushart filed in December against Perry County, its sheriff and the investigator who obtained the arrest warrant.

“I am pleased my First Amendment rights have been vindicated,” Bushart said in a statement announcing the settlement Wednesday. “The people’s freedom to participate in civil discourse is crucial to a healthy democracy. I am looking forward to moving on and spending time with my family.”

Perry County Mayor John Carroll did not immediately respond to a Wednesday message left with his office seeking an interview.

Bushart was arrested in September after he refused to take down Facebook memes that joked about Kirk’s killing, which had prompted an outpouring of grief among conservatives, including in Perry County, which is near Bushart’s home and which held a candlelight vigil.
