I read "union problem" as "a problem that can be fixed with a union" such as low pay. But yeah, just because your company isn't currently choosing to exploit its workers doesn't mean they won't choose to later - the trick is to prevent them from having the choice in the first place.

A union doesn't have to be an antagonistic force, exclusively beating exploitative companies into submission - it can just be the voice of the workers to speak on equal terms with an attentive employer, working together to grow the business for the benefit of everyone, instead of just those in the executive suite.
