The presence of the USSR absolutely caused capitalist countries to make concessions on those things.

Further, who were the people in those respective countries who fight for those things? By and large, Communists

You did rely on the RSFSR for the 8-hour working day, to be precise, but, for example, the criminalisation of marital SA was first done in the USSR.

And yes, your empire did internally justify improving workers' living conditions by the fact that it would reduce communist support. This includes the 8-hour working day, which only started being a thing after the bolsheviks set it up.
