What he's saying is that pro-choice people just want to evade consequences and are not ideologically motivated. He's trying to discredit them by making them seem self-interested.

I'd say it's about as useful as saying "I've never met a hungry person who didn't also want your sandwich," though. Like, even if that were true, who the fuck cares?
