Correct, but the weather is overcast enough to significantly reduce effective UV exposure. Thankfully most people get enough vitamin D from their diet that it's unlikely to cause serious health issues. Unless you're vegan. Vegetarians and pescatarians are fine though.

Europe has the gulf stream keeping it warmer, you can also compare latitudes of eastern Canadian parts that get -30°c in the winter and they're like the same latitude as Paris (which clearly doesn't get that cold).

I am familiar with the concept of climate. However, this is mainly about insolation.
