Why are they requiring bars to close by 4am? Just drop the restriction entirely. If you want to get shitfaced at 6am then go ahead.
This! When I was young, we used to stay at clubs so late that it was a bit light out when we came out. Grab some breakfast, and sleep the day away. Shit, we wouldn't even hit the clubs until after 23:00. Then we moved to Texas where everything closed at 2:00, no matter how packed it was. So depressing.
The same reason half of Europe has closed shops on Sunday, worker protection.
You need strong laws to not have businesses abusing and pressuring peoples to work the shity 14h shift till morning for earning a peanut.
And workers protection law + North America are not often put in the same sentence.
Also it’s generally not worth it business wise. Paying salaries and more from 2 to 4 (or 6am or whatever) to sell two beers means losing money. You might have a few festive nights here and there, but most of the weeks/months you’ll have an empty bar so even the owners are not pushing for it.
Allowing bars to stay open is not the same as requiring them to stay open. Owners won't keep a bar open 24 hours if there isn't any business.

People living around bars also want to be able to sleep sometimes.
Closed bar also means less drunk people in the streets. In my city you cannot buy alcohol "to go" in shops after 9pm and bars close at 2.
After that if you want to continue partying you go to night clubs.
Anyway, a wise drunk dude once said "nothing good happens after 2", and from experience he was right.
Closing means you have all the drunks dumped out on the street at the same time to have a fight. Stay open later, let people leave on their own staggering out out more.

That sounds more like countries enforcing a religious preference (day of rest on Sunday for church) than worker protection. I suppose it could be branded as secular, but so can France's ban on wearing hijabs in the name of laïcité.
Ehh, maybe it started of as a religious thing, perhaps why Sunday was chosen specifically; but the idea of forcing everyone to have a day off is wonderful.
In the us, there's no federal law limiting the number of days people have to work. Some states have a 1 every 7 days rule. But that's not specific enough, for shift schedule work, they can set your off day to be Sunday this week, and Friday next week, and only schedule you a few hours a day so you get to work almost 2 weeks in a row with out overtime pay.
IMO, it should be (regardless of number of hours worked) on day 6 your pay is 1.5x, and day 7 is required off. At day 8 it's 2x pay, +2 days of paid vacation time - 8 hours or your typical shift length (which ever is larger). (then doubling everyday after). With a signed agreement between you, HR, your boss, whomever is "in charge"/owns the company and the labor board with specific documentation explaining why you have to work so many days in a row and why the job can't wait a day or someone else can't fill in. Failure to do this step results in x5 back pay for everyday worked after 6. Doubling everyday after 8.
Nah, it's definitely a worker protection ting. Sure, it has religious origins, which is why it's specifically on Sundays, but that's not why we keep it in place. It's pretty widely supported that we should have one day per week where most shops are mandated to keep closed, and nobody sees a good reason to make it any other day than Sunday, so we've kept it on Sundays.
They only state they can stay open until 4am. It doesn't mention what time they reopen. My sister's bar opens at 6am or so. Supposedly for night shift workers.
I actually think later bar hours are better. In countries where bars are open later, there doesn't tend to be an end of the night rush out the door into the streets. People tend to leave when they're done and it staggers the exodus somewhat. Way less fights in the street after the bars close.

Bars here in Japan are often open until first train in the big cities (~5am) with some going later. I don't necessarily see anything wrong with that in itself (especially for late shift folks who want to enjoy the same after-work experiences as day shift folks).
That said, fuck this guy for many other reasons.
Wait there are no trains in Japan at night? In Frankfurt there used to be none between like 3am and 5am. Sucked pretty hard when you missed the train and had to wait for the first one. Slept quite often at a station at the time. Now trains run all night albeit on a slow schedule.
Maintenance is done at night and, when that's not happening, they run freight trains. In Tokyo, last train used to be like 1:30ish on some lines and started up again a bit before 5am. Now it's more like a bit after midnight and starting again closer to 5am. JR is a private company (a group of them, actually) and they keep squeezing things further, presumably for more profit.
They did start a bus line between nightlife areas a few years ago, but it never got popular and was closed (and also just took drunk people around from one party area to the next and not home).
Where I live, we don't have trains, only buses. The last one is at 6:30pm. The first ones are ~6am. Honestly though, the only people taking the bus here are either too young to drive, or too old to drive. But our bars are open 24/7/365. If you don't count the COVID lockdowns, my local bar has been open 24/7 every day since 1987.
Japan set the allowed alcohol limit to basically zero sometime in the '90s so drinking anything and driving here can see you lose your license and spend time in Jail.... as it should be IMO.
