It's not just rural voters. I was just at a dentist apt in suburban Washington and the hygienist was talking about how her son just moved away from California and that she was glad he was getting away because of "how bad the crime has gotten in California".

An inevitable goal in a dictatorship is disarming the opposition. The in-group can often keep their weapons to help oppress the outgroups.
This was also, as it happens, one of the real goals of the 2nd Amendment. Most of the founders weren't under any real belief that a militia based military was a viable treat to a regular army like the British model, they saw how poorly the militias fared in the Revolution.
The militia model that was the goal of the 2nd was about rapid reactionary forces for slave revolts and Indian exterminations.
